⚡️They are legalizing collapse. When a place cannot sustain normal businesses under normal rules, it does not admit failure. It rebrands the workaround. Home restaurants are a signal that the formal economy can no longer clear the cost stack. Rent, insurance, labor, compliance, build out, permits, inspections, taxes. That bundle used to be survivable. Now it is a kill switch. So the state does what all late stage bureaucracies do. It picks winners by convenience. Big players stay protected by complexity. Small players get crushed until the informal layer gets too big to ignore. Then the informal layer gets legalized because enforcement capacity and political optics both break. High trust societies can afford strict formality. Low surplus societies cannot. They start improvising. They start carving exceptions. They start calling erosion “innovation.” The deeper betrayal is that they could fix the real problem. They will not. They could simplify permitting. They could cut time and fees. They could reduce the compliance maze that only chains and lawyers can survive. Instead they keep the maze. Then they open a side door for people desperate enough to use their living room as a storefront. That is the pattern. A two tier economy forms. The compliant layer gets punished for following the rules. The improvised layer grows because the rules are unlivable. The state loses legitimacy because legitimacy requires consistency. So yes. This is a tell. California is not governing a thriving system. It is managing an overstressed one. And when a system cannot be healed, it gets narrated.
