A floral wreath of plumeria encircles a central star, representing unity and community among the islands. The background shows the ocean, sky, and seabirds in flight, symbolizing harmony between nature and heritage. At the bottom, “E Pluribus Unum 2009” affirms its status as a U.S. territory.
