Imho infra is completely cooked if it will not figure out how it can align itself with apps built on top of it. But in a way that app will have 0 reason to left elsewhere or even think about building the underlying infra themselves. Its way harder to build succesful project with happy users than scalable infra. In order to satisfy user, way more things have to go right rather than satisfying 1 or few technical milestones (e.g. tps).
