People confuse block times and finality, block times = finality only if there is SSF.
Otherwise, finality is when consensus has been achieved.
Also, a L2 with 10ms block time doesn't mean tx finalized with eth security in 10ms! These are L2s soft confs :)

block time is a useless and confusing metric. it doesn't talk about the confirmation time of a pos system.
